Zellner comes to Fredonia from his position as Director of Public Works at Valley Center,
Kansas, a community in the Wichita metropolitan area with a population of 7,300. His
contributions included reorganizing the department, which includes water and
wastewater services, for greater efficiency, completing electronic mapping of all
infrastructure, and expanded employee learning and development with emphasis on
cross-training functions. Prior to Valley Center, Zellner was in Kansas local government
law enforcement positions in Conway Springs and Humboldt.
Earlier in his career, Zellner owned and managed a construction business and hardware
store in Humboldt and concurrently served part-time as a church minister. He has
bachelor's and master's degrees from Friends University and extensive professional
development coursework and licensures related to public works and construction
trades. He and his wife, Carolyn, have two grown sons, Jared and Michael.
Zellner will assume his new position on July 9. "I am eager to become a part of the
community and contribute to its vision for the future in my role as City Administrator."

Zellner was selected from ten applicants for the position and earned unanimous support
from Commissioners. "Kelley has the qualities the Commission was seeking in our new
Administrator—experience leading a team, public works and utilities expertise, smalltown
values, and a commitment to personal and professional development. We are
excited to welcome him to our community and look forward to a successful
partnership." said Mayor Bob McKenney.
